How to create a project with laravel from command line?

I'm watching a tutorial video on vue, and laravel pops up in it, which I'm not familiar with, but I want to get acquainted. I also want to just create a project using laravel new vue-app on the command line, but I don't know what is needed for this. Do you need to download open server, then composer and connect laravel globally and locally in a text editor? Then it will be possible to call the command: laravel new vue-app, as the author of the video did?

2) Linux systems\boxes - more difficult
3) Docker - even more difficult
