How to create a non-windows VHD container?

You need to create a VHD container that will be used on a flash drive and Windows will be installed there. That is, I will have Windows on a flash drive completely in this container itself.
I don't have Windows anywhere right now. I have mac and linux.
Question - how to create such a VHD container with windows or for windows from under poppy or Linux ? Is this even possible or do you need to create it only from Windows itself?
I read about such containers and it seems like this is possible only from Windows itself.

qemu is for everything. Supports the creation and conversion of many things
raw, qcow2, qcow, cow, vmdk, cloop, vpc (VHD).
Perhaps even vhdx has already been brought up.

Oracle VirtualBox, vboxmanage utility, createmedium disk --format vhd option, other options to taste. And then you will install Windows on it later, mounting it to no one knows where.

You can create an open format anywhere. If you find a utility that works under the desired OS and can create VHD - no problem.
It's just not clear what is the point of an empty container?
That's when you will put it, and create a container.

Not true.
A container is a regular file that has a certain structure. In the public domain there are clear specifications for the structure.
Therefore, you just need to create a file and write some known data into it, that's the creation of the container.
I haven't seen an OS that can't write files.
