How to create a migration in Yii2?

VPS on Ubuntu 16.04. Created a project on yii2 framework. When I try to create a migration with the command ,
php yii migrate/create create_user_table
I get an output in the form of
Yii Migration Tool (based on Yii v2.0.16.1)
Migration file, respectively, is not created. What could be the problem?
