How to create a match search for your databases?

I have a database of photos (5000 pieces), I need to organize a search for matches. Let's say I uploaded a small fragment of a photo, and it found the source file. Thanks in advance.

the easiest way is with programs from OpenCV pattern matching to SIFT
neural networks are also possible, but more laborious
