How to create a map with district boundaries and given points?

The task is to visualize the location of some buildings on the map and find in which areas of the city (for example, Moscow) there are more of them, and in which there are fewer. There are building coordinates, but I don't know how to overlay them on the map with district boundaries. I would be grateful for a hint.
A huge plus will be the ability to add metro lines (or any other transport for which you can get the coordinates of stops) to this map.
