How to create a launcher?

There was an idea to make a launcher for android in the style of ubuntu tooch (I was looking for more than one launcher, there is only with unity, but this is not it)
In general, there are a couple of questions:
1 What should I write in the manifest so that the application is considered a launcher?
2 How to flip desktops?
3 How to use wallpapers, including live ones
4 Where can I get icons and names of installed applications and how to launch them?
It would also be nice to find a resource where all this would be described in detail

To begin with, I recommend choosing an early branch of version 1.6 or 2.1
