How to create a LAN video resource?

Hello everybody!
I live in Yakutia, there is no unlimited internet! There is something like unlimited only at night, but the speed does not allow much.
In our city there are resources similar to YouTube, some schoolboy created it at home on his knees, subscribers of one provider can watch the video, over the network, i.e. there is no external traffic. In the address bar, the name of the site is quite normal, but everything works over the network. How can a similar resource be created? I am a teapot, please write in plain text. Thank you.

How can a similar resource be created?
If you only need to show the video (without uploading it to the server, taking into account statistics, recommendations, etc.), then you can do everything on your knee:
1) download the video
2) make up an html page using the video tag
3) distribute everything to some kind of web server
4) ask your network administrators to allow some hostname (funny-video.lan for example) to resolve to your IP address
5) ???
6) profit! - people watch funny videos (without registration and SMS) without spending money on external traffic.
Pros: cheap, cheerful, fast (see screenshots, 10 minutes spent), wooden. It will allow you to assess the interest of the public at no extra cost.
Cons: extremely limited functionality.
If you need a functional youtube clone, search for the keywords "video sharing script", "video sharing cms" and so on.
In any case, you will need:
1) a server on the local network on which everything will work
2) an appropriate DNS record
3) a running web server that distributes video in one way or another (static, streaming)
