How to create a great balanced level?

I'm working on a puzzle platformer, what would you recommend to master the art of creating great balanced levels.

There is also a book "Fundamentals of puzzle and casual game design", but I haven't seen it in person yet.
And without beta testers anywhere. I didn’t make the levels myself, but one friend drew a rather big mod for Braid - his father and I served as beta testers.

Puzzle - strongly depends on age, etc.
For the puzzle - only tests on guinea pigs.
For games of a different type, it would be possible to at least pre-balance by forcing bot opponents to fight against each other.
In puzzle games, you need real people.
