Greetings. Faced some difficulties, including the creation of a forum on joomla.
When I create a user and assign it as an editor with the appropriate rights, then on the news page, where the editor should create news (materials), there is no button, no link, nothing so that the user can create materials. Maybe I'm doing something wrong? And to give access to the admin panel to someone who does not have any experience and understanding, to put it mildly, is risky. Or maybe there are other options? Admin for the author, for example.
For the forum. Are there any modules for this? Advise the simplest, so that you can quickly do everything.

And what about the forum and the creation of news?
As for the News, it is POSSIBLE to differentiate the rights so that a person, apart from the Materials, will not be able to do anything in the admin panel. Or use content builders: K2, Seblod.

Install PhpBB and integrate the user into Jumla (a couple of lines of code).
Zhumla - for news, phpbb - for the forum.
