How to make a database hosted? Where to start for a newbie? What resources, books?

On regular hosting (not VDS/VPS), the database is created through the hosting control panel. Please contact your host for details. To work with the created database, you need basic knowledge of php, if you don’t have it, all the guides with MySQL query examples will be like peas against the wall, so learn the basics of php first.
As for where to teach, now there are a lot of all sorts of IT courses, both paid and free. Learn to google.
