How to create a database for PostgreSQL with ru_RU.UTF-8 encoding using Ansible?

As far as I know, in order to create a database with ru_RU.UTF-8 encoding, you need to re-create the cluster with the appropriate encoding (otherwise there will be an error like "Database query failed: invalid locale name"). But when you delete an existing cluster, the data will also be deleted. How to make it so that when the corresponding playbook is launched, this happens only when the encoding is not ru_RU.UTF-8 (so that the data base is not deleted)?
