How to create a client-server solution in Visual Studio?

There was a task to write application of such plan. The server collects telemetry and sends commands to the hardware. The client(s) receive this data or send it to the server.
How can I implement this in one VS solution, so as not to create two solutions, but for example switch when debugging the server or client?
