How to create a chatbot for an internal messaging system for a website?

I basically need a chatbot for an internal messaging system under a website. The main purpose of a chatbot is to "filter" serious applications from non-serious ones. we "filter" some for him. Users should not know that they are communicating with chatbot. This is just version 0.1. We will add more complexity in the future. So the system is currently powered by Wordpress. Please advise how this can be done thanks to all friends.
