How to create a chat bot for Viber?

I have a site on OpenServer. The site works on a local network. Users (employees of the organization) on the site can leave their requests for maintenance. The site administrator, in turn, can process these applications. The question arose: is it possible to create a bot for Viber so that all incoming ticket notifications are duplicated in Viber and will it work at all from a local web server? Or is it mandatory to have a web host with an ssl certificate? So far, I have implemented sending notifications to Yandex.
