You can take a broadcast with comments, turn off the sound and restream using xsplit https://www.xsplit.com/ or OBS obsproject.com

Broadcasts of just about anything can be found on SopCast - but not without commentary.

Adobe After Effect, Sony Vegas - however, this is post-production, that is, processing of the finished video
