How to create a branch in a github project?

I made a new branch in the project repository on Github (from the master branch). But locally I can’t switch to it, I stupidly don’t see it - git branch doesn’t show it. Accordingly, checkout also does not see. What did I do wrong?)
And right away - if I do git checkout -b , and then push from a new branch, will the branch appear in the list of branches on GitHub? That's right?
