How to create a bootable USB flash drive with Windows through Linux?

I continue the topic of unsuccessful Linux installation ..
In general, now I can’t create a bootable USB flash drive)

All the softwares indicated in the lessons are not available. These are winusb, woe-usb, usb image writer. All tested ones are either not found, or not installed, or installed, but not launched.

Tried through gparted, marked the flash drive as boot, but bios does not see it.

1. Install Gnome Disks, run
2. Select the flash drive - in the program menu, click Format, click everywhere Next
3. Under the picture of the disk partition strip, click + everywhere click Next and there at the end we just set the name of the flash drive, we don’t change anything, the flash drive we have become FAT32
4. Click on the Windows image, if the image itself was not mounted, then RMB on the image - Open in the program - Mount images
5. The mounted image should appear in the file manager on the left, if not, then go to Other places
6. Open the mounted image, RMB Select all, Send to flash drive or Select all - Copy, go to flash drive - Paste
