How to create a bootable USB flash drive with win 7 64 bit from ubuntu (v16, 64bit)?

- The image of win 7 max 64 PS1 (included) is clean - it's clean, I found an iso on an old job.
- Flash drive 16GB
I'm making a win 7 boot stick in ubunt.
Tried in fat32/ntfs, boot flag, without | with. msdos partition (in gparted)
Tried unetbootin, etcher, mkusb, dd
On target machine ssd:
ntfs formatted ssd
Secure Boot: disabled
BIOS: ASUS UEFI Utility
OS Type: Windows UEFI | Other OS (tried to change the flag)
Max what I got (with mkusb) - grub error when starting the installation:
file /boot/grub/i386-pc/msdos.mod not found
In the grub folder there is only msdospart.mod && part_msdos.mod, where to find msdos.mod i xs.
Tried to parse /etc/default/grub config, specifying module loading forcibly.
Tried to rename part_msdos.mod | msdospart.mod in msdos.mod, tried to throw out inclmod
msdos.mod from grub.cfg, left only inclmod ntfs, nifiga.
Either a flashing bottom slash at the top left, or not found msdos.mod, or part_msdos.mod alreay loaded.
I'm sick, help, pzhl =)
UPD 1:
Unetbootin - max what I got - a selection window with one default item, which does nothing when it is selected and tab opens the console, as I understand it with the ability to manually select what to load, but only I need to know partition name (?) partition (?), since there are no more lists, only default punt
The contents of syslinux.cfg in the boot flash drive root:
default menu.c32
prompt 0
menu title UNetbootin
timeout 100
label unetbootindefault
menu label Default
kernel /ubnkern
append initrd=/ubninit

Delete a partition - create a new FAT32 or NTFS - make it active - copy the contents of the image to a USB flash drive - that's it, no edits, no rude.
