How to correctly write Russian and French into MySQL from Excel?

It breaks where you don't expect it..
Table - country names - in Russian, English and French.
Tyk puk and csv does not want to display French correctly in any way .. Alg?rie - etc.
It seems to me that I have already tried all combinations of encodings.
If not csv, then how to import? Normally saves only in Unicode Text format, and CSV with Unicode format does not want to accept ...

There was a very simple solution to my question, proposed by AVKor . Because in the comments I can not mark the solution.
Installed Libre office, and then everything follows the same pattern.
Everyone ate everything and correctly brought to the screen.
