How to correctly write response file in cmd?

Faced with the plugging of the answer file record.
My colleague recorded such a file according to the instructions: powerquality.eaton.ru/Products-services/Power-Mana...
Unfortunately, I can't record the file.
When trying to install normal dbeaver at the end I don't find the file. iss at the specified location.

C:\Temp\dbeaver-ce-6.3.1.exe /r /f1C:\Temp\db1. iss

The command starts the installation and, in theory, should write my actions while saving to a file, but as a result, the specified folder is empty.
Please tell me where I missed the nuance.
