How to correctly understand apache request processing time?

Enabled output of request processing time in Apache logs. It turns out "on average in the hospital" about 50ms. It turns out that if you take vps with one core (one thread), then the maximum possible number of requests per second will be 20 pcs? Or have I misunderstood something?
