How to correctly limit the speed in EdgeOS?

We have a dedicated Internet in 10Mbps.
20 users.
Hardware - Ubiquiti EdgeRouter X with EdgeMAX 1.9.0 firmware
Here is config

necessary to exclude the most popular reason for the "fall" (clogging of the channel) of the office Internet - they are downloading something, watching streaming video at a speed equal to or greater than the width channel allocated by the provider.
Most likely, you need to limit the maximum speed of downloading something from the Internet by the user with the help of certain rules, set up some QOS rules (according to Google).
I know it's pretty easy to do in Mikrotik, but I have Ubiquity.
Please help with instructions on how to optimally solve this problem or, in extreme cases, with a sensible link.

3 - If you just limit the speed per user to 5 Mbps, will this affect the speed and comfort of surfing? If not, what speed do you think is the minimum necessary for comfortable surfing?
