How to correctly format meta data in the head?

Are there any rules by which you need to fill in the meta data in the head? For example, in what order should they go, the number of keywords (I read somewhere that there should be no more than 20 keywords), and in general, maybe someone will give good advice on how best to make the site rank better in search engines.
