How to copy ssh keys to server?

Good evening. I'm trying to copy the id_rsa.pub key to your hosting or server: using
the command
scp -p id_rsa.pub [email protected]:~ I get the

error connect to host testal.mcdir.ru port 22: Connection timed out lost connection.
Tell me what am I doing wrong?
