How to copy a link to a specific location on a page?

Need a link to a specific part of the page. It happened that I asked for help on the forums, and in response they give a link, I click and find myself on the place on the site where the solution to my problem is described.
I hope I have explained clearly.
Thanks in advance.

Adding #:~:text=to the link and the text that needs to be highlighted on the page. If the text on the page is not word for word, then nothing will be selected. (there is just a search on the page)
Working version:
qna.habr.com/q/460438#:~:text=I hope%20i%20clear%2...

qna.habr.com/q/460438#:~:text=Надеюсь%20я%20ясно%20объяснил.

Variant with an error:
qna.habr.com/q/460438#:~:text=I hope%20%20ERROR...
qna.habr.com/q/460438#:~:text=Надеюсь%20я%20ОШИБКА%20объяснил.

Because there is no sentence on the page with such a phrase, nothing will be highlighted.
But it only works on Chromium engines, like
