How to convince Drupal 8 through configs that the accelerator is not needed?

I work with OpenServer, I'm not complaining, I decided to try out Drupal8, and immediately a problem arose (( I googled, I think I found a solution - make changes to php.ini,
[php]
engine = On
zend_extension=php_opcache.dll
, but I can’t find the php.ini file. And where is it located in OpenServer or Drupal8?
Please help!!

This is a php config file, it has nothing to do with Drupal8, look in OpenServer
