How to convert the contour (outline) of a figure (vector object) into an independent object in Photoshop?

Doesn't wobble at all. Is it even possible to do this?
It is necessary exactly the same as in the corel "convert the outline to an object".
Or, if this is not possible, then tell me how else you can solve such a problem (with vectors, of course):
3 "folders" overlapping each other, with transparent backgrounds, i.e. on the front, the full outline is visible and inside it is completely transparent, behind it only the protruding parts of the outlines of the other two are visible.
