How to convert sass file to css with compass library included?

Friends, help me understand. I'm trying to convert styles from sass to css. The sass file uses the compass library and its css3 extension. When trying to convert, the command line complains about this extension (the extension is not installed in the project). The output in the css file is nonsense.
Tell me how to install the css3 extension and set the path to it. I will be glad to advice
