How to convert NM7 to OSM?

Good day!
There is a need to convert NM7 format cards to OSM.
Who knows what tools can do this?
There are a lot of reverse converters in the network. I don't think it can be converted back.

Why do you need it? :)
Are you going to import data from Navitel maps into OSM? And this is generally prohibited.
