There is a mkv series for learning English
It has an English audio track that you need to leave one, and subtitles inside EXAMPLE: In Premiere mkv the file did not open at all, the error file is corrupted

Use MKVToolnix to extract the desired subtitle streams from MKV files.
Use https://pas-bien.net/2srt2ass/ to merge two SRT subtitle streams into one ASS.
Add the resulting ASS to the original MKV and make it the default subtitle stream.
And then, if I'm not mistaken, you can use VLC as a converter of the resulting file to the desired format. If the subtitles are not "imprinted" into the image, then a screencast will have to be recorded.
