How to convert HTML5 to Flash?

It may sound crazy, but there is a need to convert HTML5 to flash... Alas, Google Adwords does not support normal dynamic banners in HTML5. The only alternative is GIFs no more than 5fps... And it is much more convenient to develop banners on HTML5...
Googling, I did not find obvious answers.
Maybe on Habré someone faced a similar task? Any advice on how to convert HTML5 with simple animation to flash?

As an extreme option: record a screencast (video) from an HTML5 banner, embed it in Flash, loop it. To make the banner clickable, add a transparent layer over the entire area and a listener on MouseEvent.CLICK on it. But be prepared that such a banner eats a lot of CPU time.
