What is the best way to convert it to SVG? You need to leave only the outlines. It is even better to convert to XAML. But I guess SVG is easier.

If I'm not confusing anything, then Inkscape and ImageMagick use autotrace for conversion . This utility and vectormagic have online converters.

Option 1. Install CorelDRAW, at least a trial, do tracing (vectorization), save as SVG, AI or CDR.

In general, I liked the way through Inkscape (Trace Bitmap) the most. Inkscape can export to both SVG and XAML. Thanks for the advice.
