How to control the login and logout of Windows 7, XP?

There is a task to provide control over an input and an output from a system by the employee.
How can this be implemented?
What if the user doesn't log out, but just presses WIN+L? Can it be controlled?

Globally or locally?
In general, there is a "System audit policy" in Group Policy. As far as I remember, they will knock on the system log. A more crutch method is to hang scripts on login and logout through the same GP.
