How to control links in spam emails?

I want to connect the api of some service that has a database of spam mailings to the link shortener in order to prevent the distribution of shortened links for spam mailings.

Something like virustotal, only focused on email spam. Is there something like this for free or not very expensive? I read that bitly uses some kind of service, but there the price is from $10k

such a service does more harm than good:
if links lead to pages of sites that are created by users like social networks - today vk/vasia/post/1 is one post, and tomorrow - another
site like mail.ru does not send spam themselves, but for obvious reasons,
there are no solid services storing links from emails in spam databases, by definition, spam databases store emails from which spam comes.
