How to control Git via cmd on Windows 10?

I installed git and created a directory in C:\Users\Name via cmd, after I moved it, it seems like the command to go to the directory is dir, then in this directory I decided to create a git repository with the command git init, the repository was created only not in the directory, but in C:\ itself Users\Name and any other action via cmd is also performed relative to C:\Users\Name for some reason. Tell me how to use it all correctly and cancel the action of the command git init( rm -r .gitnot suitable)?

Because the directory change command is not dir, but cd. dir is a command to view the contents of a directory.
