How to control API requests?

Hello!!! I think every programmer has encountered such a problem when accessing the API of a third-party site or service (VK, Google), that you need to control requests, limit, parallel requests, asynchronously parallel, in a cycle in recursion, and so on, and most importantly, put it all in allowable API frequency per second. Please suggest some good stuff about this.
