How to contribute to a project on GitHub?

I saw a small project on GitHub where there is something to add. I did a fork to my account, then I did a git clone of the original on my machine. Made changes.
Then I fell into a stupor. Where should I push to? To yourself on GitHub? (I probably don’t have rights to the author of the original), and if I do it to myself, how then can the author propose this change made by me?
