How to connect window Builder to a project in eclipse?

I decided to work on another computer, dragged the repository from the git hub to ide , installed the window builder packages, but I can’t go to the design tab, where I built the interface, it simply doesn’t exist, although I definitely installed all the packages.
It is necessary to make it so that I would have access to this very WindowBuilder on a new computer. I climbed, googled - I did not find it.

In the Package Explorer:
- right-click on the class
- the context menu opens
- the "Open With" item
- in the drop-down window, the "WindowBuilder Editor" item
- after that, the "Design" tab you know should appear, usually at the bottom of the window in which the code is written
If there is no "WindowBuilder Editor" item, then the plugin is not installed
