How to connect to webserver on android?

All necessary programs are installed on android(apache2).
I start ssh with the command: service apache2 start
Everything seems to be ok. I'm trying to connect using ip (external ip) - nothing.
But if you connect via a wifi network (using ip like 192.168.0.103), then there is a connection.
I see the same thing with other protocols (ssh, ftp).
How can I make a server on android with internet access.
