How to connect to remote desktop from mac to vin via wifi?

The problem is that at home I can’t connect to the remote desktop (Mac-> Win) via Wi-Fi, but I can connect to the remote if the Macbook is connected to the Internet, which is distributed from the phone. At the same time, I can connect to remote control via Wi-Fi at work, but at home it gives an error. A similar situation with a colleague.

What could be the problem?
