How to connect to an IP camera through a mobile application builder such as App Inventor, Yappix, etc.?

Dear connoisseurs. We enter IP + port into the chrome browser line on the laptop and go to the page where there is a window with the video. It's the same on the phone. I want to throw an application, when opened, it displayed video from the camera (In general, a page that displays video and is pre-configured on ip + port)

Okay, let's try in Yappix. We create an application and throw in what we need. I add the item "Site". I enter the string " http://192.168.... etc". Does not work. Wants a decent URL.
We go deeper. Add the item "Own code". From the page with the video, drag the img tag code and paste it into "Own code". Doesn't go. We drag in general everything that is there on the page, including html and head. No reaction.
How can I start this business? Wrote to Yappix support. Like, is it possible ... and what I wrote here, I wrote there. He asked what and how. The answer came: "yes it is possible"
