How to connect to a VPN server through a proxy?

Hello!
There is a need to connect to a VPN to bypass blocking. Just the other day, the provider set the DPI apparently. All ports and protocols no longer work. It is impossible to connect to the vpn server, or it is possible, but only once, after disconnection, the port or protocol is tightly blocked. In any case, that's how I see it. Not an expert, I could be wrong.

Just in case
PPTP, l2TP, ipsec, SSTP, OVPN do not work on any ports

I heard from the corner of my ear that you can connect to a proxy, then to vpn and then dpi will not block anything.
The main condition : - do everything on RouterOS (CHR). Clients too RouterOS
There is already a Server on RouterOS(CHR) with configured VPN servers. The next question is about the proxy.
