How to connect to a user's remote desktop in Active Directory?

There is a local area network in the domain. To manage the server (Win Server 2008 R2) I connect to it via RDP, everything is fine.
There was a need to connect to the computer of a regular user, but it does not work.

Is port 3389 open on the user's computer's firewall? Is the Remote Desktop Service (TermService) running?
