How to connect to a running application in the console and issue commands?

There is a SpringBoot application. Sometimes you need to give him some command. Well, there's a cache to clean or something.
Thought to do something like Spring Shell. Type konektishsya to it on some port conditional telnet'om, and execute commands. But there doesn't seem to be such a possibility.
You can, of course, make some kind of API for commands, and close it from the outside, and pull it inside, for example, with a curl. But I want something more convenient, like Spring Shell.
