How to connect to a local network server that has internet?

There is a server to which there is access from any computer in the local network. But also in the local network there is access to the Internet. Is it possible to connect to the server from the Internet?

Perhaps, if you organize a VPN tunnel to it through some external VPN server.
Or if from the device to which the external IP address is assigned, organize the forwarding of the required port to this server.
