How to connect SMS notification to the site?

There is a ready-made solution for notifications about the status of orders for site customers. Everything seems to be described in detail, but I have never connected a third-party api to the site.
Technical support said that you need to register and choose a convenient connection method (in my case, they advised the soap protocol) and gave a link
If I have only basic knowledge of php, then how can I solve this problem?

It is better to install a special module. There are enough of them.
For example: www.presta-sms.com/en/index.html (also works in Ukraine)
