How to connect iPhone in tethering mode to computer?

I sat in Nete on my computer via wire and iPhone SE in modem mode. An update arrived on Windows 10, which killed the computer. I reinstalled Windows again on 10, but an earlier version. Now the computer does not see the iPhone as a modem. Says "no connections available".
Updated firewood networks, still does not see.
Then I reinstalled Windows 8.1. Again does not see the iPhone in modem mode. There is no access to net.
How to configure access to net?
