How to connect bluetooth if dexp ms155 is off?

Guys!
The thing is, they gave the task: Make pairing between dexp and another phone via bluetooth, BUT
Dexp has an eternal reboot, the recovery does not work, and then it stopped charging at all, I was told that I can complete this task even with the phone turned off, but soooo?
Working on MAC OS so I can’t flash it normally, and it doesn’t turn on now, what are the options?
