How to connect 3 points via bluetooth to the phone, with the transfer of status and music, color music on android?

There are videos, a phone, a bluetooth speaker.
I would like to have up to 10 RGB LEDs on the rollers, a motion (roller) sensor (IR?), a roller lift-off sensor (ultrasound?), a bluetooth transmitter, a battery and a microcontroller to process all this, with the ability to control the brightness and color of the LEDs , preferably everyone, but if it's too expensive, then everyone, or at least 2-3 x lines. (like headlights and backlight, dimensions)
Actually, information should be transmitted from the phone to the video clip, which LEDs to light (to the music or to the status of the clip (standing, in the air, on the ground, etc.), and back to the phone the status of the clip, so that the phone knew about it.And the
possibility of a parallel working bluetooth column.
In general, it is realistic to implement this (link the phone with 3 other devices), on which framework will it be easier to write applications to control all this?

If you limit yourself to LED strips on the sides of the skates, everything becomes feasible in a home workshop - you will need tapes (with digital control), a controller (you can put an arduino with an HC-05 module, you can also ESP8266 or ESP32) and a power stabilizer.
Communication with smart via Bluetooth (HC-05) or via Wi-Fi (ESP8266).
It will cost all (in details) 30-50 bucks, depending on where to buy the parts.
Development of hardware and firmware for rollers 1 man-month.
Smart software development - 1 more man-month. This is provided that a qualified engineer with experience will do it.
