How to connect 2 computers under win7 in vpn via internet?

2 computers are given:
1 - with a gray IP from the pool (ADSL), incoming connections are probably prohibited (I don’t know for sure)
2 - it looks like it’s online and out of NAT
Tasks 2:
1) Connect the first to the second so that the second is a proxy for internet first.
2) Connect both to the network in order to drive the toy, as it were, over the LAN.
From what I read so far I realized that No-IP and dyndns will not help the second computer - is it so? Maybe you can legalize with 2 to 1, etc. the connection is bidirectional, then somehow use this. If 100% true, then according to clause 1 it makes sense to rent a cheap VDS and the question is where to get a cheap VDS with a Russian (MSK) IP and so as not to be banned for a proxy? Illegality is not planned. Traffic 300gb / month - the absolute ceiling, really 50gb is unlikely to pull.
And according to paragraph 2, the question remains how to set up the server so that both computers can be connected to it and they end up on the same subnet + VDS, again, it’s better in MSC and at the same time cheap (because ping needs to be minimized).

Something is not clear a little. One has internet access and the other doesn't? What for to drive a traffic through another? O_o
And if all the same VDS-take for example VPS Ville , set up Openvpn.

Have you considered the option of raising a virtual machine with a server on one of the computers?
